Ayn Rand believes that when the state becomes ‘fat’ (flabby, large), it also becomes weak (since it spreads itself out, but also it begins to take responsibility for the people, hence weakening the people).
In Rand’s view, if the state gives homeless people money, they become weak due to that set expectation.
